Foreign Trade A credit or refund may be allowed for the excise tax on fuel usedin foreign trade. Fuel is used in foreign trade when it is used in civil aircraftemployed in foreign trade or trade between the United States and anyof its possessions. In the case of aircraft registered in a foreigncountry, such country must allow reciprocal benefits for aircraftregistered in the United States.
